- Main Responsibility 1: Supervise agricultural interns and labors for day-to-day activity implementation at ATP
- Work with PAC to develop weekly and monthly work plan for agricultural interns and labors
- Monitor the activities of interns and labors on daily basis to ensure the effective and efficient implementation
- Identify the challenges encountered by the interns and discuss with PAC and Traineeship Assistant to find out the solutions in response to the needs
- Main Responsibility 2: Support the establishment and maintenance of SAIN technology demonstration at ATP
- Lead in the establishment and maintenance of SAIN technologies demonstration including crop production, irrigation system installation, animal husbandry, and aquaculture.
- Maintain farm equipment and weather station to ensure proper management
- Conduct and keep the relevant data records including cropping calendar, farm inputs, harvests and asset inventory.
- Main Responsibility 3: arrange the logistics and organize trainings, meetings, and workshops, and hosting field visits
- Act as a local administrator in purchasing the materials, equipment, and participating in the procurement process
- Support in organizing the trainings, meetings, workshops, and field visits conducted at the ATP
- Support PAC to prepare the monthly work plan and report
- Attend the weekly and monthly meetings to discuss work plan, challenges and lesson learnt

- Bachelor’s degree in Agronomy, Horticulture, Animal Sciences or related fields

Terms of Reference (ToR): Aquaculture Project Coordinator (1 Position)
Position Title: Aquaculture Project Coordinator
Location: Royal University of Agriculture, Phnom Penh with travels to project sites
(Battambang and Kampong Thom)
Reporting: Program Manager
Citizenship: Cambodia
Salary range: Commensurate with degree and experience ($900 to $1,200/month).
Contract: Probationary period of three months; yearly contracts based on performance.
Summary: S/he will be one of the leadership team members of CE SAIN in Cambodia. S/he will undertake overall responsibilities of project activities, planning, monitoring, coordination and collaboration, reporting and communications including supervising three aquaculture technicians and matrix management to one administrative and accounting officer. S/he will be the focus point person who communicates with ASA and USDA.
Specific Roles and Responsibilities:
- Supervise Aquaculture Technicians and provide support for the implementation of project activities in the project sites.
- Organize and attend stakeholder meetings and distribute minutes to the management team.
- Create a project management calendar for fulfilling each goal and objective.
- Coordinate activities of the project and serve as primary point of contact for information about the project.
- Develop project strategies, assesses project risks and issues and provide solutions where applicable.
- Manage communications with local and national partners and relevant stakeholders.
- Maintain and monitor project plans, project schedules, budget and expenditures and ensure they meets the objectives and goals of the project.
- Synthesize information and prepare reports for CE SAIN and donor.
- Understand the USDA and SIIL requirements.
- Support the project team in the development of questionnaires, tools and methodologies for field survey, baseline data collection, mid-term review and final evaluation process.
- Work with the Communication Officer to produce successful stories, articles and relevant materials.
- Implement other tasks assigned by CE SAIN.
Minimum Required Qualifications:
- Cambodian national with bachelor’s or master’s degree in management or other related fields.
- Minimum two to three year experiences in relevant roles.
- Good Knowledge of USDA M&E System, Feed the Future System and Piestar System is a plus.
- Proven track records in the field of data collection, field survey and management of project data both secondary and project outcome data.
- Knowledge of aquaculture sector in Cambodia
- Good management and ability to handle multi-tasks with a very tight deadlines.
- Good interpersonal and cross-cultural communication skills
- Fluent in English, both written and spoken.

Summary: The program officer (PO) in conjunction with other members of the Operations Program Unit to administer and monitor the progress of CE SAIN’s existing programs. Summary: CE SAIN through RUA is partnering with Go Native International aim to implement the Go Native App for the Cambodia market which should be started for local beneficiaries of smallholder farmers, service providers, and suppliers, enabling them to sell direct via the App. The Go Native App is the software through Android or IOS that is open for everyone enables to access within their smartphone or computer in order to place an order of food and vegetable products. Recently CE SAIN received the support to use 100% franchise fee for Go Native App to implement the system in the Kingdom of Cambodia. This project's goal is to design and implement as a pilot project in the initial phase to apply to local farmers in Cambodia, and enable increasing the amount of food produced by small local farmers while providing the highest quality products to the consumer at the best price and ensuring that the farmer gets the best price for their products that place into this Go Native App. Specific Roles and Responsibilities: - Conduct research analysis for Go Native App in terms of business operation in connecting with CE SAIN’s Agricultural Technical Parks - ATPs (Phnom Penh, Siem Reap, and Battambang) and community and farmers around the site. - Describe the business model, including marketing strategy - Define the market and the potential customers - Conduct SWOT analysis, market share, target customer, competitor, and business position for app’s business plan. - Develop the market strategies and promotional materials for brand awareness and app performance by connecting with the farmers at the target site of the ATPs - Structure the Go Native App, operation components, working flow, and responsible person. - Determine the delivery operation and activities plan to boost the effective delivery work from merchants to target consumers. - Estimate budget and other expenses for app implementation in the first 2 years - Develop the final business and marketing plan proposal for the Go Native App - Perform other related tasks as requested. S/he will build good relationship with multi-stakeholders, local and international institutions, private companies/suppliers and line government officials, and be the face of CE SAIN who properly handles with media and communications activities folds under the prior guidance and consultation with s/he line manager. S/he will ensure the effective and efficient implementation of CE SAIN communications and ensuring on-going production and dissemination of high-quality content that raises the profile of CE SAIN activities and its publications. Objectives: - Ensure CE SAIN and Donor’s visibilities and branding are properly implemented - Produce marketing and extension materials for CE SAIN - Professionally handle with the media, communications and public for all events - Increase the reputation of CE SAIN among international and local organizations/institutions, government ministries and private sectors who actively work in the area of sustainable agricultural intensification and nutrition activities. Specific Roles and Responsibilities- Design, develop and implement targeted communication plan including communications strategies on various sustainable agricultural development themes under current CE SAIN programs/projects.
- Lead and coordinate the overall communications work of CE SAIN including social media and website, publications, branding materials, events to ensure the visibility and branding of CE SAIN are regularly updated and properly maintained.
- Organize and promote increased awareness through orientation meetings on CE SAIN visibility and branding requirement to employment staff and relevant stakeholders and continue to coach and mentor them to ensure they are fully applied follow donor branding and guidelines.
- Use appropriate means of communication to convey messages to the public and seek inputs from Development Manager and Center Director
- Produce marketing materials (CE SAIN factsheet, booklet, success stories, testimony, articles, leaflet, etc.). extension materials (technical leaflet, short video clip, etc.) and best agricultural management practices to share with relevant stakeholders.
- Prepare press release, media information package and welcome package in consultation with RUA/SIIL and donors, and possible to advise his or her line manager on press engagement.
- Prepare and disseminate of project news/articles and monthly newsletters on CE SAIN activities
- Prepare and disseminate of materials for marketing and awareness raising campaigns, including briefing materials and press releases.
- Build good relationship with multi-stakeholders such as International Organizations, line ministries, faculty or institutions, private sector and project beneficiaries under CE SAIN target coverage.
- Represent Development Manager in the meeting or workshop as per requested
- Ensure all data related to visibility, branding and materials of CE SAIN are properly secured and distributed.

- Bachelor’s or master’s degree in Communications, Media Management, Mass Media Communications, Marketing or other related fields.
- At least two-year experiences in relevant roles
- Proven track record on video production/edition, digital camera technologies and their operation

The Center Excellence on Sustainable Agricultural Intensification and Nutrition (CE SAIN) aims to foster private sector innovation, agricultural research, education and training, and public-sector capacity building through improved collaboration and knowledge sharing focusing on enhancing food and nutritional security in Cambodia.
