Terms of Reference (ToR) : Development and Public Affairs Manager   Position Title:           Development and Public Affairs Manager Location:                  Royal University of Agriculture, Phnom Penh Reporting:                Center Director Citizenship:               Cambodia Salary range:             Commensurate with degree and experience Contract:                 Probationary period of three months; undetermined duration contracts based on performance. Summary: Development and Public Affairs Manager (DPAM) reports to Center Director and is responsible for comprehensive fundraising and grant writing to match with donors’ requirements, strategic communications and partnership with multi-stakeholders to increase CE SAIN visibility, and event planning and coordination by overseeing tasks related the event planning, organizing process and evaluation. DPAM provides vision and management of CE SAIN’s development and public affairs strategies for its organizational sustainability. Specific Roles and Responsibilities:
  • Main Responsibility 1: Fundraising and Grant Writing
    • Develop strategies for CE SAIN’s organizational sustainability plan.
    • Develop a database and process for identifying potential donors for grant request submissions based on organizational priorities.
    • Identify and analyze eligibility for funding opportunities.
    • Develop planning and manage fundraising activities/events.
    • Lead the process to develop concept notes and proposals for relevant announced open call for proposals.
    • Submit compelling and successful funding proposals to meet the targets.
    • Build and leverage the networks and relationships with donors to ensure an increase in donor’s engagement with CE SAIN.
  • Main responsibility 2: Communications and Partnership
    • Oversee all internal and external communications, ensuring CE SAIN’s messages are consistent and engaging.
    • Lead the communications activities and disseminations of program and project impact statements to increase the CE SAIN visibility nationally and internationally.
    • Develop, write and edit communications materials, including press releases, website content, and social media content and share them through appropriate channels and audiences.
    • Develop and implement initiatives to generate new partnership opportunities.
    • Maintain good reputation and relationships with external partners and other organizations.
    • Lead the partnership review and assessment process through the partnership annual reflection meeting/event.
    • Provide technical assistance and advice to other teams in the faculty.
  • Main responsibility 3: Event Planning and Coordination
    • Develop and work on event timelines, checklists, budgets and detailed coordination plan to ensure smooth operational delivery.
    • Research, establish and maintain good relationships with vendors and venues to achieve the most favorable terms.
    • Develop complete concept notes for each proposed event.
    • Lead event operations (venue, invitations, distribution of event materials, communication with participants, etc.) and address potential problems to achieve the stated purpose.
    • Oversee event happenings and act quickly to resolve any problems
    • Maintain an up-to-date record of each event plan to enable regular reporting to CE SAIN and relevant partners.
    • Conduct post-event evaluation and feedback analysis to ensure the success and continuous improvement of future events.
Minimum Required Qualification
  • At least master’s degree in International Development, Development Studies, Communications, or related fields with knowledge about agriculture.
  • Minimum 4 years’ experience in communications, public affairs and grant writing skills.
  • Strong writing and editing skills and ability to conceptualize and develop grant proposals.
  • Demonstrable track record of negotiating and building partnership with various actors.
  • In-depth knowledge of best writing and messaging practices for promoting activities and achievements.
  • Experience in working with private and public sector and civil society organizations with a similar position.

  • Develop and revise cropping calendar, data collection templates, and record keeping.
  • Coordinate in preparing the extension materials including technical leaflets and brochures.
  • Support Agricultural Technical Manager to develop work plan for ATPs and mini-ATPs and discuss with partners and relevant stakeholders to improve it.
Main responsibility 2: Facilitate with PACs to implement activities at the ATP effectively and efficiently
  • Act as focal point for discussion with PACs on issues related with the technology implementation and reporting and discuss with the Agricultural Technical Manager to identify suitable solutions and suggestions.
  • Facilitate with PACs to prepare the monthly work plan and report.
  • Monitor the data collection and consolidate the data from the research activities.
  • Provide complementary support to the PACs on procurement activities.
 Main responsibility 3: Support the capacity development and knowledge transfer activities
  • Support the Provincial Agricultural Coordinators, Agricultural Extension Officers, and experts to design the curriculum and conduct needs-based trainings for farmers, youth, and stakeholders.
  • Facilitate the youth capacity development program through agricultural internship
  • Support the identify the needs for delivering capacity development activities in the area of sustainable agricultural intensification and nutrition (SAIN) practices and innovations for CE SAIN staff, beneficiaries, implementing partners and relevant stakeholders.
  • Provide logistic supports on conducting trainings and capacity development activities.

Minimum Required Qualification
  • Bachelor’s or master’s degree in agriculture related fields (agronomy, animal sciences or related discipline) with strong technical background
  • At least two year experience working to provide direct technical support or relevant roles on sustainable intensification practices.
  • Experience in gathering, analyzing and using evidence for design the strategy and decision making

Terms of Reference (ToR): Agricultural Technical Assistant (2 positions)

Position Title  : Agricultural Technical Assistant

Location        : CE SAIN Agricultural Technology Park based in Phnom Penh and Kampong Thom province

Reporting       : Provincial Agricultural Coordinator

Citizenship     : Cambodian

Salary Range   : Commensurate with degree and experience (300$ - 450$/month).

Contract        : Probationary period for three months and yearly contract based on performance.

Summary:

Agricultural Technical Assistant (ATA) is responsible for supporting day-to-day operations of the Agricultural Technology Parks (ATP) in the respective province. The ATA works closely with the Provincial Agricultural Coordinator to supervise agricultural interns and labors, support the establishment and maintenance sustainable agricultural intensification and nutrition (SAIN) technology demonstration at the ATP, and collect information to generate the reports for submission to the Agricultural Technical Manager. The ATA also serves as local logistic arrangement, organizing trainings, meetings, and workshops, and hosting field visits.

Specific Roles and Responsibilities:

  • Main Responsibility 1: Supervise agricultural interns and labors for day-to-day activity implementation at ATP
  • Work with PAC to develop weekly and monthly work plan for agricultural interns and labors
  • Monitor the activities of interns and labors on daily basis to ensure the effective and efficient implementation
  • Identify the challenges encountered by the interns and discuss with PAC and Traineeship Assistant to find out the solutions in response to the needs
  • Main Responsibility 2: Support the establishment and maintenance of SAIN technology demonstration at ATP
  • Lead in the establishment and maintenance of SAIN technologies demonstration including crop production, irrigation system installation, animal husbandry, and aquaculture.
  • Maintain farm equipment and weather station to ensure proper management
  • Conduct and keep the relevant data records including cropping calendar, farm inputs, harvests and asset inventory.
  • Main Responsibility 3: arrange the logistics and organize trainings, meetings, and workshops, and hosting field visits
  • Act as a local administrator in purchasing the materials, equipment, and participating in the procurement process
  • Support in organizing the trainings, meetings, workshops, and field visits conducted at the ATP
  • Support PAC to prepare the monthly work plan and report
  • Attend the weekly and monthly meetings to discuss work plan, challenges and lesson learnt
  • Implement other tasks assigned by the center

Minimum Required Qualification

  • Bachelor’s degree in Agronomy, Horticulture, Animal Sciences or related fields
  • At least one year experience serving as farm assistant or proven internship program, or relevant roles.
  • Experience in record keeping skills
  • Good computer, photographic and oral presentation skills.
  • Good English language is an advantage.

Preferred qualification

  • Good interpersonal communication and time management skills
  • Good knowledge about SAIN practices in Cambodia

Terms of Reference (ToR): Aquaculture Project Coordinator (1 Position)

Position Title:               Aquaculture Project Coordinator

Location:                      Royal University of Agriculture, Phnom Penh with travels to project sites

(Battambang and Kampong Thom)

Reporting:                    Program Manager

Citizenship:                   Cambodia

Salary range:                 Commensurate with degree and experience ($900 to $1,200/month).

Contract:                      Probationary period of three months; yearly contracts based on performance.

Summary: S/he will be one of the leadership team members of CE SAIN in Cambodia. S/he will undertake overall responsibilities of project activities, planning, monitoring, coordination and collaboration, reporting and communications including supervising three aquaculture technicians and matrix management to one administrative and accounting officer. S/he will be the focus point person who communicates with ASA and USDA.

Specific Roles and Responsibilities:

  • Supervise Aquaculture Technicians and provide support for the implementation of project activities in the project sites.
  • Organize and attend stakeholder meetings and distribute minutes to the management team.
  • Create a project management calendar for fulfilling each goal and objective.
  • Coordinate activities of the project and serve as primary point of contact for information about the project.
  • Develop project strategies, assesses project risks and issues and provide solutions where applicable.
  • Manage communications with local and national partners and relevant stakeholders.
  • Maintain and monitor project plans, project schedules, budget and expenditures and ensure they meets the objectives and goals of the project.
  • Synthesize information and prepare reports for CE SAIN and donor.
  • Understand the USDA and SIIL requirements.
  • Support the project team in the development of questionnaires, tools and methodologies for field survey, baseline data collection, mid-term review and final evaluation process.
  • Work with the Communication Officer to produce successful stories, articles and relevant materials.
  • Implement other tasks assigned by CE SAIN.

Minimum Required Qualifications:

  • Cambodian national with bachelor’s or master’s degree in management or other related fields.
  • Minimum two to three year experiences in relevant roles.
  • Good Knowledge of USDA M&E System, Feed the Future System and Piestar System is a plus.
  • Proven track records in the field of data collection, field survey and management of project data both secondary and project outcome data.
  • Knowledge of aquaculture sector in Cambodia
  • Good management and ability to handle multi-tasks with a very tight deadlines.
  • Good interpersonal and cross-cultural communication skills
  • Fluent in English, both written and spoken.
  • Good computer literacy, especially on MS. Excel, SPSS and other data management packages.

Preferred Qualifications:

  • Two years of post higher degree experience.
  • Experience of working in aquaculture program management.

Experience in a deliverable of trainings to farmers and staff

Summary: The Agricultural Extension Officer (AEO) will directly work with farmers, producers and private sector related to agriculture and food security to aid these groups to make better decisions to increase agricultural production. AEO is constantly armed with the latest sustainable agricultural intensification and nutrition (SAIN) practices and information related to be relayed to farmers and agricultural business. AEO will support the development of mechanisms to encourage farmers and producers to adopt SAIN technologies and innovations using a variety of methods.

Specific Roles and Responsibilities:

  • Assist Provincial Agricultural Coordinator in collecting and analyzing data and identifying proper interventions for households in the local communities.
  • Develop an action plan to carry out the interventions to improve agricultural productivity and market system.
  • Organize trainings, exposure visits and farm field days for the beneficiaries in the local communities and Agricultural Technology Park (ATP) to promote sustainable agricultural intensification and nutrition (SAIN) practices and innovations.
  • Provide agricultural extension and services to farmers on a regular basis as per the work plan.
  • Train farmers for keeping records for their crops and animals and monitor the practices.
  • Support farmers to develop agribusiness plan, to build linkages with buyers, service providers and marketing platforms and to establish viable independent businesses.
  • Assist Provincial Agricultural Coordinator in developing technical leaflets, technical manuals and other extension materials of SAIN practices and innovations.
  • Research and strategize for more SAIN extension models and practices with farmers.
  • Maintain networks of collaboration with technical specialists to gather information and promote awareness of SAIN in the extension system.

Minimum Required Qualifications:

  • At least bachelor’s degree in agriculture related fields.

Summary: The Agricultural Extension Officer (AEO) will directly work with farmers, producers and private sector related to agriculture and food security to aid these groups to make better decisions to increase agricultural production. AEO is constantly armed with the latest sustainable agricultural intensification and nutrition (SAIN) practices and information related to be relayed to farmers and agricultural business. AEO will support the development of mechanisms to encourage farmers and producers to adopt SAIN technologies and innovations using a variety of methods.

Specific Roles and Responsibilities:

  • Assist Provincial Agricultural Coordinator in collecting and analyzing data and identifying proper interventions for households in the local communities.
  • Develop an action plan to carry out the interventions to improve agricultural productivity and market system.
  • Organize trainings, exposure visits and farm field days for the beneficiaries in the local communities and Agricultural Technology Park (ATP) to promote sustainable agricultural intensification and nutrition (SAIN) practices and innovations.
  • Provide agricultural extension and services to farmers on a regular basis as per the work plan.
  • Train farmers for keeping records for their crops and animals and monitor the practices.
  • Support farmers to develop agribusiness plan, to build linkages with buyers, service providers and marketing platforms and to establish viable independent businesses.
  • Assist Provincial Agricultural Coordinator in developing technical leaflets, technical manuals and other extension materials of SAIN practices and innovations.
  • Research and strategize for more SAIN extension models and practices with farmers.
  • Maintain networks of collaboration with technical specialists to gather information and promote awareness of SAIN in the extension system.
  • Perform other related tasks as requested.

Minimum Required Qualifications:

  • At least bachelor’s degree in agriculture related fields.
  • Good understanding of SAIN management practices and innovations
  • Experience working with agricultural extension entities or projects.
  • At least 2 years of relevant, professional experience in roles with similar responsibilities.
  • Knowledge of agricultural extension models
  • Good interpersonal, negotiation, facilitation and time management skills
  • Good communication skills both oral and written (English and Khmer).

Preferred Qualifications:

  • Prior working experience with the farm communities.

Job Profile CE SAIN in partnership with University of Tennessee Institute of Agriculture (UTIA) through financial support from USAID Farmer-to-Farmer (F2F) Program is implementing Cambodian Sustainable Intensification Farmer-to-Farmer Program (F2F) with the goal to strengthen smallholder farmers, farmer organizations, and agriculture institutions’ capacity to sustainably intensify the food system. We are promoting the integration and productivity of vegetables, fruit, and livestock in food systems in Cambodia through short-term exchanges between skilled American volunteers and farmers, farm groups, agribusinesses, NGOs, and universities. These exchanges place American volunteers with Cambodian host-organizations for two-week assignments to respond to local requests for technical assistance. The F2F Cambodia Program pursues a strategy of “sustainable intensification” that builds on existing agriculture practices in Cambodia, resulting in increased income and improved nutrition for farm families. The Short-term Project Officer will assist the whole project activities mainly in logistics, facilitation, translation, media, and follow-up to the host organizations of F2F volunteers during the pre- and post-assignments Specific Roles and Responsibilities
  • Main Responsibility 1: Assist the international volunteers at the field
  • Provide daily translation during assignments of volunteers
  • Coordinate the training
  • Keep good communication between the host organizations and volunteers
  • Main responsibility 2: Conduct the Impact Assessment of the Hosts
  • Assess the host during the baseline survey
  • Follow up the host during volunteer assignment
  • Assess the progress and challenge of the agricultural practices at the host after the volunteer’s assignment
  • Main responsibility 3: Media work
  • Take photos of the activities
  • Communicate with CE SAIN team to share the F2F activities on social media platforms
  • Archive and organize the photos of all the volunteer’s assignments
  • Main Responsibility 4: Field Security Focal Point
  • Assess the location for a volunteer’s placement (Accommodation, transportation, restaurant, commune council, police office, hospital, etc.)
  • Assist the volunteers whenever they have any issues during their assignments

Required Qualification
  • Bachelor’s degree or higher in Agriculture-related fields
  • Basic computer literacy

  • Caretaker of aquaculture facility in the project site.
  • Establish and make regular facility inspections to maintain the proper aquaculture demonstration and research activities for the project.
  • Manage fish health and welfare throughout all tasks.
  • Document and log day-to-day activities.
  • Lead in organization of meetings, trainings, workshops for CAST project.
  • Proper maintain calendar of the all events at the aquaculture pond.
  • Communicate activities at the fishpond to CAST Project Coordinator.
  • Distribute communication materials provided by the project to farmers and visitors.
  • Attend weekly and monthly meeting and share project progress to the field team.
  • Be a focal person for CAST project and manage good communication with local

Minimum Required Qualifications:
  • Bachelor’s degree Fisheries, Aquaculture and related fields.

មជ្ឈមណ្ឌលឧត្តមភាព ប្រពលវប្បកម្មកសិកម្មនិរន្តរភាព និងអាហារូបត្ថម្ភ (CE SAIN) បានបង្កើតឡើងនៅ សាកលវិទ្យាល័យភូមិន្ទកសិកម្ម ក្រោមជំនួយឧបត្ថម្ភ​ពីទីភ្នាក់ងារសហរដ្ឋអាមេរិកសំរាប់ការអភិវឌ្ឍអន្តរជាតិ(USAID)។ មជ្ឈមណ្ឌលឧត្តមភាពត្រូវបានសម្ភោធដាក់ឲ្យប្រើប្រាស់ជាផ្លូវការនៅថ្ងៃទី២២​ ខែកញ្ញា ឆ្នាំ២០១៦។ មជ្ឈមណ្ឌលឧត្តម​ភាព​ដើរតួយ៉ាងសំខាន់ក្នុងការសម្របសម្រួលគម្រោង ដែលកំពុងអនុវត្តដោយកម្មវិធីមន្ទីរពិសោធន៍នវានុវត្តន៍ (Feed the Future Innovation Labs) និងធ្វើឲ្យប្រសើរឡើងនូវប្រសិទ្ធិភាពនៃការអនុវត្ត និងចែករំលែកចំណេះដឹងស្តីពី ប្រពលវប្បកម្មកសិកម្ម​និរន្តរភាព​​ និង  អាហារូបត្ថម្ភ(SAIN) តាមរយៈការដាក់បញ្ចូលបច្ចេកវិទ្យា ការស្រាវជ្រាវកសិកម្ម​ និងការផ្សព្វផ្សាយគំរូប្រព័ន្ធបច្ចេកវិទ្យាកសិកម្មថ្មីៗដល់កសិករ និងអ្នកពាក់ព័ន្ធផ្សេងៗ។ មជ្ឈមណ្ឌលឧត្តមភាព មានគោលដៅសំខាន់ៗ ៣៖ ១.​​ សម្របសម្រួល និងបង្កើនអនុភាពសកម្មភាពអនុវត្តគម្រោងរបស់កម្មវិធីមន្ទីរពិសោធន៍នវានុវត្តន៍ និងសកម្មភាពផ្សេងៗដែលទាក់ទងនឹងប្រពលវប្បកម្មកសិកម្មនិរន្តភាព និងអាហារូបត្ថម្ភ។ ២.​​ កសាង និងអភិវឌ្ឍសមត្ថភាពធនធានមនុស្ស និងសា្ថប័ននៃសាកលវិទ្យាល័យភូមិន្ទកសិកម្ម។ ៣.​ បង្កើតឧទ្យានបច្ចេកវិទ្យាកសិកម្មដើម្បីដាក់បង្ហាញបច្ចេកវិទ្យា និងយុទ្ធសាស្រ្តដែលមានសក្ដានុពលខ្ពស់ ដើម្បីធ្វើឲ្យប្រសើរឡើងនូវការអនុវត្តប្រពលវប្បកម្មប្រព័ន្ធកសិកម្មប្រកបដោយនិរន្តរភាព។ មជ្ឈមណ្ឌលឧត្តមភាព បានបង្កើតឧទ្យានបច្ចេកវិទ្យាកសិកម្ម ចំនួន០៧កន្លែងផ្សេងគ្នា ដើម្បីជាប្រភពធនធានសម្រាប់សាស្រ្តាចារ្យ អ្នកស្រាវជ្រាវ​ សិស្ស និស្សិត ក្រុមហ៊ុនឯកជន និងអ្នកពាក់ព័ន្ធផ្សេងៗ ដើម្បីធ្វើការស្រាវជា្រវ រៀបចំវគ្គ     បណ្តុះបណ្តាល និងសិក្ខាសាលាផ្សេងៗ ទិវាស្រែឬបន្លែបង្ហាញ និងអនុវត្តបង្ហាញនូវនវានុវត្តន៍បច្ចេកវិទ្យាកសិកម្មថ្មីៗ ដើម្បី      ជម្រុញលើកទឹកចិត្តដល់កសិករ ក្នុងការជ្រើសរើសបច្ចេកវិទ្យាដែលត្រឹមត្រូវក្នុងការបង្កើនផលិតភាព និងប្រាក់ចំណូលពីវិស័យ កសិកម្ម។                ដើម្បីឆ្លើយតបទៅនឹងគោលដៅ ការបង្កើតឧទ្យាន​បច្ចេកវិទ្យាកសិកម្ម របស់មជ្ឈមណ្ឌលឧត្តមភាព នឹងធ្វើការ      ជ្រើស​រើស អ្នកបើកបរ ចំនួន មួយរូបដូចខាងក្រោម៖ មុខតំណែង៖                អ្នកបើកបរ ធ្វើរបាយការណ៍៖          ការិយាល័យរដ្ឋបាល និងធនធានមនុស្ស ប្រាក់ខែ៖                     $២៥០-$៣០០ ជាមួយនឹងអត្ថប្រយោជន៍ផ្សេងៗទៀត ទីតាំង៖                        អគារស៊ីសេន នៃសាកលវិទ្យាល័យភូមិន្ទកសិកម្ម ចម្ការដូង សង្កាត់ដង្កោ ខណ្ឌដង្កោ រាជធានី     ភ្នំពេញ (ធ្វើដំណើរទៅកាន់បណ្តាខេត្តនានា) តួនាទីសង្ខេប អ្នកបើកបររថយន្តមានតួនាទីចំបងក្នុងការដឹកបុគ្គលិក ឬភ្ញៀវរបស់មជ្ឈមណ្ឌលឧត្តមភាពស៊ីសេនទៅតាមគោលដៅប្រកបដោយសុវត្ថិភាព ពិនិត្យ និងថែទាំរថយន្តឱ្យបានត្រឹមត្រូវមុនពេលធ្វើដំណើរ។ អ្នកបើកបរមានកាតព្វកិច្ចក្នុងការដឹកជញ្ជូនឯកសារ ឬទំនិញផ្សេងៗទៅកាន់ស្ថាប័នផ្សេងៗទៅតាមតម្រូវការ និងបំពេញការងារផ្សេងៗតាមការចាត់ចែងរបស់ថ្នាក់ដឹកនាំ។   ការងារទទួលខុសត្រូវចំបង ·        ទំនួលខុសត្រូវសំខាន់ទី១៖ បើកបរជូនបុគ្គលិកទាំងអស់ទៅកាន់ទីតាំងគោលដៅតាមការស្នើ ប្រកបដោយទំនួលខុសត្រូវ និងសុវត្ថិភាពខ្ពស់គ្រប់ពេលវេលា -       ដឹកជញ្ជូនបុគ្គលិកចុះបេសកកម្ម ឬបំពេញការងារ ទៅតាមបណ្តាខេត្ត-ក្រុងនានា តាមផែនការឬការស្នើរបស់បុគ្គលិក -       ត្រូវបើកបរដោយមានភាពប្រុងប្រយ័ត្នខ្ពស់គ្រប់ពេលវេលា ដោយគោរពច្បាប់ចរាចរណ៍ ភ្លើងនិងស្លាកចរាចរណ៍នានានៅតាមដងផ្លូវ -      ត្រូវយល់ដឹងពីទីតាំងភូមិសាស្រ្តក្នុងតាមបណ្តាខេត្ត-ក្រុងនានា ដើម្បីជាភាពងាយស្រួលក្នុងការបើកបរ· ទំនួលខុសត្រូវសំខាន់ទី២៖ ត្រួ​តពិនិត្យ និងថែទាំរថយន្តបានត្រឹមត្រូវមុនពេលចេញដំណើរ ដើម្បីធានាបានសុវត្ថិភាពក្នុងពេលធ្វើដំណើរ -       ត្រូវត្រួតពិនិត្យរថយន្តឱ្យបានញឹកញាក់តាមបែបបទបច្ចេកទេសមូលដ្ធាន (ដូចជាសាំង ប្រេងបាត សំបកកង់ ហ្វ្រាំង កំរិតទឹក...) មុនពេលចេញដំណើរ ដើម្បីបង្ការគ្រោះថ្នាក់ណាមួយដោយសារប្រព័ន្ធបច្ចេកទេស -       រាយការណ៍រាល់ភាពមិនប្រក្រតី របស់រថយន្តទៅកាន់ការិយាល័យរដ្ឋបាល និងធនធានមនុស្ស ដើម្បីធ្វើការជួសជុល និងថែទាំឱ្យបានទាន់ពេលវេលា -       លាងសំអាតរថយន្តឱ្យបានទៀងទាត់ ·        ទំនួលខុសត្រូវសំខាន់ទី៣៖ ធ្វើការកត់ត្រាអោយបានត្រឹមត្រូវនូវចំងាយគីឡូធ្វើដំណើរប្រចាំថ្ងៃ និងរាល់វិក្កយបត្រ ផ្សេងៗ (ដូចជាវិក្កយបត្រ សាំង ប្រេងបាត ។ល។) ដើម្បីធានានូវ សុចរិតភាព និង រត់ឯកសារទៅកាន់ផ្នែកផ្សេងៗទាន់ពេលវេលា -       កត់ត្រាគីឡូចំងាយរាល់ពេលប្រើប្រាស់រថយន្តទៅកាន់បណ្តាខេត្ត-ក្រុងនានា ដើម្បីតាមដាន និងរក្សាទុកនូវចំងាយគីឡូអោយបានត្រឹមត្រូវសម្រាប់ធ្វើរបាយការណ៍ប្រចាំខែ -      ធ្វើរបាយការណ៍ និងបញ្ជូនឯកសារពាក់ព័ន្ធនានា ទៅការិយាល័យរដ្ឋបាល និងធនធានមនុស្សប្រចាំខែ -      ដឹកជញ្ជូនឯកសារផ្សេងៗទៅកាន់ស្ថាប័នផ្សេងៗឱ្យទាន់ពេលវេលា ·        ទំនួលខុសត្រូវសំខាន់ទី៤៖ ធ្វើការងារជាក្រុម និងបំពេញការងារតាមការចាត់តាំងរបស់ថ្នាក់លើពេលចាំបាច់ដើម្បីសំរួលដល់ការងារប្រចាំថ្ងៃ -       បង្កើនកិច្ចសហការ និងទំនាក់ទំនងល្អ ជាមួយបុគ្គលិកទាំងអស់ -       បង្ហាញនូវភាពស្មោះត្រង់ដើម្បី ចែករំលែកគំនិតផ្ទាល់ខ្ឡួន និងគំនិតបែបជំនាញ -       ជួយការងារផ្សេងៗរបស់បុគ្គលនៅពេលចុះបេសកកម្មដើម្បីសំរួលការងារបុគ្គលិក -       បំពេញការងារផ្សេងៗតាមការចាត់តាំងរបស់ថ្នាក់លើ ល័ក្ខខ័ណ្ឌជ្រើសរើស -       បេក្ខជនត្រូវចេះអាន និងសរសេរភាសាខ្មែរបាន -       ត្រូវមានប័ណ្ណបើកបររថយន្ត និងមានចំណេះដឹងពីបញ្ហារថយន្តកាន់តែប្រសើរ -       មានបទពីសោធន៍បើកបរយ៉ាងតិច៣ឆ្នាំ -       មានភាពស្មោះត្រង់ អំណត់អត់ធន់ និងប្តេជ្ញាក្នុងការអនុវត្តការងារប្រចាំថ្ងៃ -       មានការតាំងចិត្តខ្ពស់ និងមានឆន្ទះក្នុងការរៀនសូត្រដើម្បីអភិវឌ្ឍខ្លួនឯង -       ត្រូវស្គាល់ទីតាំងភូមិសាស្ត្រច្បាស់លាស់   កំរិតវប្បធ៌ម -    បេក្ខជនត្រូវមានកំរិតវប្បធ៌មយ៉ាងតិចត្រឹមកំរិតមធ្យមសិក្សាទុតិយភូមិ លក្ខណៈសម្បត្តិ

Terms of Reference (ToR): Developing Business and Marketing Plan of Go Native App

LPosition Title: Consultancy on Developing Business and Marketing Plan of Go Native App Location: Phnom Penh (Royal University of Agriculture with travel to provinces) Reporting: Provincial Agricultural Coordinator and Program Manager Citizenship: Cambodia or expat

Summary: CE SAIN through RUA is partnering with Go Native International aim to implement the Go Native App for the Cambodia market which should be started for local beneficiaries of smallholder farmers, service providers, and suppliers, enabling them to sell direct via the App. The Go Native App is the software through Android or IOS that is open for everyone enables to access within their smartphone or computer in order to place an order of food and vegetable products. Recently CE SAIN received the support to use 100% franchise fee for Go Native App to implement the system in the Kingdom of Cambodia. This project's goal is to design and implement as a pilot project in the initial phase to apply to local farmers in Cambodia, and enable increasing the amount of food produced by small local farmers while providing the highest quality products to the consumer at the best price and ensuring that the farmer gets the best price for their products that place into this Go Native App. Specific Roles and Responsibilities: - Conduct research analysis for Go Native App in terms of business operation in connecting with CE SAIN’s Agricultural Technical Parks - ATPs (Phnom Penh, Siem Reap, and Battambang) and community and farmers around the site. - Describe the business model, including marketing strategy - Define the market and the potential customers - Conduct SWOT analysis, market share, target customer, competitor, and business position for app’s business plan. - Develop the market strategies and promotional materials for brand awareness and app performance by connecting with the farmers at the target site of the ATPs - Structure the Go Native App, operation components, working flow, and responsible person. - Determine the delivery operation and activities plan to boost the effective delivery work from merchants to target consumers. - Estimate budget and other expenses for app implementation in the first 2 years - Develop the final business and marketing plan proposal for the Go Native App - Perform other related tasks as requested. Time Frame - Preparatory activities by reviewing all relevant project documents and materials; and consultation with CE SAIN team, and other relevant stakeholders. - Situation analysis including travel if necessary - Write the plan including a final draft of the business and marketing plan - Final review and presentation of business and marketing plan for Go Native App operating in Cambodia. Summary: The Senior Communications Officer (SCO) works under the direct supervision of the Development Manager and technical guidance of Center Director in producing strategic communications and management skills to advance the mission of CE SAIN programs/projects including communications materials for marketing and extension activities. S/he will build good relationship with multi-stakeholders, local and international institutions, private companies/suppliers and line government officials, and be the face of CE SAIN who properly handles with media and communications activities folds under the prior guidance and consultation with s/he line manager. S/he will ensure the effective and efficient implementation of CE SAIN communications and ensuring on-going production and dissemination of high-quality content that raises the profile of CE SAIN activities and its publications.   • Design, develop and implement targeted communication plan including communications strategies on various sustainable agricultural development themes under current CE SAIN programs/projects.
  • Lead and coordinate the overall communications work of CE SAIN including social media and website, publications, branding materials, events to ensure the visibility and branding of CE SAIN are regularly updated and properly maintained.
  • Organize and promote increased awareness through orientation meetings on CE SAIN visibility and branding requirement to employment staff and relevant stakeholders and continue to coach and mentor them to ensure they are fully applied follow donor branding and guidelines.
  • Use appropriate means of communication to convey messages to the public and seek inputs from Development Manager and Center Director
  • Produce marketing materials (CE SAIN factsheet, booklet, success stories, testimony, articles, leaflet, etc.). extension materials (technical leaflet, short video clip, etc.) and best agricultural management practices to share with relevant stakeholders.
  • Prepare press release, media information package and welcome package in consultation with RUA/SIIL and donors, and possible to advise his or her line manager on press engagement.
  • Prepare and disseminate of project news/articles and monthly newsletters on CE SAIN activities
  • Prepare and disseminate of materials for marketing and awareness raising campaigns, including briefing materials and press releases.
  • Build good relationship with multi-stakeholders such as International Organizations, line ministries, faculty or institutions, private sector and project beneficiaries under CE SAIN target coverage.
  • Represent Development Manager in the meeting or workshop as per requested
  • Ensure all data related to visibility, branding and materials of CE SAIN are properly secured and distributed.
  • Implement other tasks assigned by CE SAIN.
Required Qualification/Skills:
  • Bachelor’s or master’s degree in Communications, Media Management, Mass Media Communications, Marketing or other related fields.
  • At least two-year experiences in relevant roles
  • Proven track record on video production/edition, digital camera technologies and their operation
  • Proven track record in the design of various promotional format, writing articles and storytelling
  • Excellent interpersonal and team player.
  • Knowledge of agriculture sector in Cambodia
  •  Strong computer skill and knowledge of digital presentations
  • Demonstrated ability to handle multi-tasks with a tight deadline.

Background The Center Excellence on Sustainable Agricultural Intensification and Nutrition (CE SAIN) aims to foster private sector innovation, agricultural research, education and training, and public-sector capacity building through improved collaboration and knowledge sharing focusing on enhancing food and nutritional security in Cambodia. Founded in 2016 by the Royal University of Agriculture and Feed the Future Innovation Lab for Collaborative Research on Sustainable Intensification at Kansas State University through the support from USAID, CE SAIN has been implementing various programs​ and projects and using its learning and experience to capture best management practices and promote expertise, innovations in agriculture, food security and nutrition as well as engage with private sector to promote agricultural entrepreneurship  through partnership with national and internal entities.   Based on the expansion of our activities, CE SAIN is looking for dynamic and passionate professionals to join our team in a position as follow:     Terms of Reference (ToR): Provincial Agricultural Coordinator (1 posts)   Position Title:               Provincial Agricultural Coordinator Location:                      Preah Vihear Province Reporting:                    Program Manager and Agricultural Technical Advisor Citizenship:                   Cambodia Salary range:                 Commensurate with degree and experience ($550 to $800/month). Contract:                      Probationary period of three months; yearly contracts based on performance.   Summary: The Provincial Agricultural Coordinator (PAC) is responsible for day-to-day operations and maintenance of the Agricultural Technology Park (ATP) and outreach activities in the respective provinces. PAC leads all farm research, demonstration and outreach activities and maintains the CE SAIN model farms and good relationship with implementing partners and beneficiaries in the local communities. PAC also helps with the fairs, workshops, field visits and technical trainings.   Specific Roles and Responsibilities:
  • Develop strategy and approach to implement activities with subordinate staff.
  • Interact with provincial key stakeholders to make sure the activity implementation to be synergized and harmonized.
  • Provide technical support and supervise subordinate staff and beneficiaries for demonstration and outreach activities in the Agricultural Technology Park (ATP) and local communities
  • Establish and maintain model farms in the ATP.
  • Lead the organization of meetings, workshops, field day, trainings and other events.
  • Provide technical review and support to develop tools for the design and implementation of activities in ATP and the local communities.
  • Prepare documents and log day-to-day activities in the ATP and support the development and review of more agricultural technologies and innovations and bring them to ATP.

  • Organize regular field monitoring and spot check to ensure the quality of activity implementation in the local communities.
  • Provide advice to Agricultural Extension Officer and Interns to improve the quality of implementation once the weakness found.
  • Maintain networks of collaboration with technical specialists to gather information and promote awareness to improve sustainable agricultural intensification and nutrition (SAIN) extension models.
  • Keep communicating with Program Manager and Agricultural Technical Advisor to update activity progress, sensitive challenges and project’s revision.
  • Perform other related tasks as requested.
  Minimum Required Qualification/Skills:
  • Bachelor’s or master’s degree in agriculture related fields.
  • Good understanding of SAIN management practices and innovations
  • Experience on farm operations and maintenance of farm equipment and tools.
  • At least 2 years of relevant, professional experience in roles with similar responsibilities.
  • Good interpersonal, negotiation, facilitation and time management skills
  • Good communication skills both oral and written (English and Khmer).
  Preferred Qualifications:
  • Prior experience (at least three years) as Farm Manager or Provincial Agricultural Coordinator or similar positions at private or public sector or NGOs.
  • Linkage and working experience with farm communities and private sector.
  • Good understanding of project coordination and management
